Do NETGEAR router configuration pages include a setting for using HTTPS to connect to the router for configuration? (Haven't found it ...)

Not with most devices, if you are referring to local access.

Yes it should be on the back or bottom of the router on the label depending on what model of router you have. It should be www.routerlogin or 192.168.1.1 and the default user name is "default" and password will be "password"
