CM 1000 + R6900P: Gig Service at Modem, but <300 Mbps Direct Wire from Router

I have a Netgear modem (CM 1000) and WiFi router (R6900P), and I am subscribed to an Xfinity 1GB service. An Xfinity tech recently demonstrated that my modem is receiving 950+ Mbps service. I have Cat 6A wiring from modem to router and from router to computer. However, I do not see anything near 1GB service at the directly wired computer. Generally, I see 280 Mbps or lower speed at the computer. Should I not see something closer to what I receive at the modem in this setup?

Connect the wired PC to the back of the CM modem and speed test there directly. Use Ooklas installable speed test app.

Has a power off for 1 minute then back ON with the ISP modem and router been performed since last update?
Be sure to restart your network in this sequence:
    Turn off and unplug modem.
    Turn off router and computers.
Plug in and turn on modem. Wait 2 minutes for it to connect.
Turn on the router and wait 2 minutes for it to connect.
Turn on computers and rest of network.

Has a factory reset and setup from scratch been performed since last FW update? A complete pull of the power adapters for a period of time after the factory reset then walk thru the setup wizard and setup from scratch with a wired PC and web browser. Recommend setting the default DHCP IP address pool range to the following after applying and a factory reset: 192.168.#.100 to 192.168.#.200.

Be sure to not enable any Access Controls, Armor, SPC or Traffic Meter on the router.

Reset the router and do a clean install (not from backup). Make sure to leave qos, access control, traffic monitoring, and parental controls all disabled.
