Home Network Throughput Question

I just upgraded my internet from 100mbs to 400mbs yet I am only getting between 115-180 mbs throughput.  The ISP tech confirmed I am getting 400mbs to the cable modem but when checking speeds on my desktop, a laptop and mobile devices it shows the 115-180mbs speeds. 

 

In my configuration I have the cable modem, a Netgear GS108 gigabit unmanaged switch, and 2 routers (one on each floor of the house). My house is network cabled in the walls meaning all those connections come into the switch box

 

bottom floor:  cable modem --- router -- switch (where connected showing both lights which means 1gb) 

upstairs: one of the wall ports is connected to the internet port on the upstairs router (Netgear AC1900 Nighthawk).  That wall port connection on the switch box is showing both lights lit (1 gb).

 

So, why am I not showing closer to 400mb? 

Any help or advice would be appreciated!

    Your getting the slow speed directly from both routers?  Yes.  ----if 2 different routers are having the same issue and they're from different manufacturer's, what makes you think its the router and not what they're connected to? 
    What speed do you get from the switch connected to the modem? Anywhere from 110-180 mbs. And it is the same as my wireless devices.  My desktop is direct connected and the speeds are the same as a laptop and cell phones using wireless.   ---seems to indicate a modem/gateway and/or switch issue if both routers are having the same issue .

    what modem do do you have? 

    What router are you connecting to it? (router's)

    what firmware is on the router's? 

    Your getting the slow speed directly from both routers? 
    What speed do you get from the switch connected to the modem?
