Images slow to load early morning

Images on my Facebook newsfeed slow to load early in the morning. Typically 5am - 8am. It happens sometimes during the day, but only for a few minutes. Is it most likely Fios, or Nighthawk? When I do a speed test on my iPhone while it’s happening, internet download speed is about 60-80 mbps. Should be at least 200mbps
