Close. The problem I'm trying to overcome is that I am able to access the port for this service when on my internal network or via Internet. But, at work, behind vpn, I cannot use that port, so I would like to allow *either* port 80 or port 9999 to go to port 9999. So, via port 80, go to 9999. Via port 9999, go to 9999 as well.

Please try to downgrade the router's firmware to v1.0.4.30 and check if you will get the same error message.
