Netgear Nighthawk R7000 Setup Help

I am trying to set up a used NETGEAR Nighthawk R7000 that I recently got. I have a Netgear CM1000v2 which is properly connected to the internet, according to Xfinity. I have setup the nighthawk according to online instructions, but it is not showing up on any of my devices' wifi lists, so I can't complete the setup. All proper lights are on for both the router and modem (power, internet, 2.4 Ghz, 5 Ghz). I have already tried disconnecting/reconnecting everything, powering everything on/off, factory resetting both modem and router, pressing the Wifi on/off button on the router. I'm actually losing my mind I don't understand why this is not working.

    This is an ageing router. If it is second hand, are you sure that it works?

    You don't need a wifi connection to complete the setup. A wired connection and a web browser and the graphical user interface (GUI) is much better.
