What is this 71 mW limit you speak of?
While the R6400 will probably be fine, I have a soft spot for the R7000. The R7000 has really good third party firmware support should you ever decide to go that route.

71 mwatt is the rf power level than a router is limited too by the FCC right now under its rules my old wndr3400 v1 is at 521 millwatts well over the new limit with a top limit of 1000 mwatts at the radio interface level but the transmitter has its limits before it overloads and its signal to ratio noise causes problems or burns out. I beleave the the R7000 is the best choice.
