When I enter a web address on any browser or any computer connected by wifi or lan, I have to go to the address listed at the top of the webpage and resubmit.
The first time I get an error.
On a website that automatically changes web page addresses it does not complete the change as I do not have a way to resubmit the address change

What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?What browser are you using? Happens with other browsers?

How do you know this is down to the router than than you operating system? Have you tried troubleshooting that too?
So, let's start with the usual first questions.
What firmware version do you have on the device?
A number is more useful than "the latest". (It may not be by the time people read this.) There can also be newer versions, or "hot fixes", that do not show up if you check for new firmware in the browser interface.
It might also help if you told people what the modem is in front of this router, if there is one. The model number could be useful. Is it, by any chance, also a router, with a set of LAN ports on the back?
The reason for asking is that a lot of people turn up here trying to put a router behind a modem that is also a router. That can complicate troubleshooting.Apologies for all the questions. But you can help people to help you by providing the information suggested in this forum's header:
Subject (Include model number and brief summary)
Model (Recommended - Helps the community give the best answers)
Body (Include additional detail including model version, firmware, OS and environment where relevant.)They are there for a good reason.

Thank You for your response and your kind way of reminding me to send the required information.
Hardware is of course R7960P
Firmware is V1.4.3.88
It is true it is connected to a Mediacom Aris TG3452 Xtream Cable modem . All of my internet connections come from the Netgear Modem except for the cable phone which plugs directly into the cable modem.
I have fixed my immediate problem by changing the wifi and lan network connection properties to use a specific DNS Server (microsoft one) instead of obtaining one automatically..
Of course I am still at a loss why the DNS Server obtained automatically did not work requiring a second and connection as described in my original question.

Your ISP Modem already has a built in router and wifi. This would be a double NAT (two router) condition which isn't recommended.
Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the NG router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the NG router gets from the modem. https://kb.netgear.com/25891/DMZ-on-NETGEAR-routers

3. Or disable all wifi radios on the modem and connect the NG router to the modem, LAN to LAN configure AP mode on the NG router.
