Solution was to change my network IP address to use the default 192.168.1.1 as it was what Plex is looking for during install. After install, you can change the IP address back to whatever it used to be.
Unfortunately, because I was using Plex Live TV, the router processor was not powerful enough to transcode the video. Better to use a server if using Plex Live TV but if just playing media without the transcoder, the Netgear router should be suffficient.

Instead of reducing the partition, just try a smaller drive capacity just to check if it will be synced with the router. Perhaps, try a thumb drive.
