To make CrimpOn's hint more explicit: I suggest ruling out the cabling first. One possibility is that the connection is negotiating fast ethernet for some reason.
So try a different cable. If you have spare ethernet switch handy, you could also try putting the switch between the modem and the router, and see if that makes any difference.
