Unable to login to my router netgear nighthawk AC2300 R7000P
I am currently unable to log in to my router netgear nighthawk AC2300 R7000P. I keep getting the error connect is refused. I have tried resetting the router but same error.

Login how and with what? I ask because there are various options, including mobile apps or the browser graphical user interface (GUI)?
Did you try the IP address or routerlogin.net?
What gives you the " connect is refused" error? A browser? Tried a different browser? Some are getting picky and won't go anywhere near an http// site. (They insist on https.) But they usually offer a way around the security warnings.
Finally, what modem sits between the router and the Internet?
Trying to log in from my PC, I have used Chrome, Edge, and Mozilla. i have tried the IP address 192.168.1.1, 192.168.0.1, and also routerlogin.com, routerlogin.net.
The modem is the one provided by my internet provider.
You've tried all the usual IP addresses and browsers. Sadly there is still a gap in our knowledge.

What is it? Make and model?
ISPs, even if we know which ones, have supplied all manner of kit over the years.
Many ISPs like customers to use modem/routers. That's why it is important to know which you have.
