Windows 10 neither knows nor cares about the fact that you have a Netgear router. In the same way that the router knows nothing about your operating system.
So something else is going wrong. Explain what is happening and maybe someone can suggest where to go next.

Not enough info. provided. So router is connected to modem and your PC is connected to router? If you try to log into router, what happens?
Did you try to ping the router? What happens? Can you run comand 'ping localhost' ? What is NIC in your PC? Are you using Genie?

1) Router IS connected successfully to the modem
2) all the laptops in the house (2) can successfully access and connect with the new router
3) how do you "ping" the router...is that in the instruction manual....??? if so, don't see it
4) haven't a clue what "ping localhost' is or means....???
5) NIC...???
6) I do have Genie...when I open it and click WiFi Connection, new router NETGEAR64 is NOT listed....old router, NETGEAR14, is...as is every other option in the neighborhood....!!!
I am trying to establish a wifi connection with my HP PC....I was successful doing that with the old NETGEAR14 that, unfortunately DIED yesterday....I would think there would be no problem connection with the new NETGEAR64....every other computer and cell phone is working as they should and have.
Thanks again for any assistence you can provide...."patiently" waiting for HELP....!!!

Are these laptops connected to the new router using wifi or wired (LAN)?
If wifi, then it looks like the router is behaving properly and the problem may lie with the wifi clients that can't connect, especially the HP PC.

5) NIC...???That's usually a reference to the network interface hardware in a PC, the bit that makes the wired LAN work. Sometimes when people update their operating system they need to get the right drivers for the NIC. (Windows update rarely finds them and you have to go to the PC maker's website.) Again, you seem to be beyond that stage, so forget it.

If NETGEAR14 is the old wifi network, is that router disconnected from the system?
What modem are we talking about? Is that also a wifi source?
When you install a router, it is important to follow the correct set up order.
As Netgear says:
Sequence to Restart Your Network
- Turn off and unplug the modem.
- Turn off the modem router and computers.
- Plug in the modem and turn it on. Wait 2 minutes.
- Turn on the modem router and wait 2 minutes.
- Turn on the computers.
The Quick Start guide explains this. Find it here:

If everything eolse works as expected, the HP PC would seem to be the source of your problem.
Does it see the wifi network you want to connect to?
Did it work as expected with the old router? Have you checked for the latest Windows 10 drivers for that?
Did you have the old router set up to block some wifi devices?
In your shoes, when replacing a router I would simply go into the new one and recreate the same SSIDs and passwords as I had on the old one. The wifi clients you want to connect then won't notice the difference and will join in the fun as if nothing has happened.
Failing that, check whatever software you are using to connect the wifi on the HP PC and look for its "memory" of past connection. Then remove those from the old router.
