What happens if you disable Smart Connect on the RS router then look at security modes?
Since the RS is supporting of 6Ghz radios and 6Ghz requires WPA3 security mode, having Smart Connect enabled probably caused the use of Mixed Mode WPA2 and WPA3 to be set and can't set anything lower. Let us know if disabling of SC helps. Some devices may not like it if WPA3 is on the signal thus won't connect, even if WPA2 is present.
And once you get it online, see if you can update it. Once online and programmed with an SSID/password combo, I haven't ran into any devices that didn't work with smart connect
