DHCP Issues
I have the exact same issue. I fear the reboot of the RS700. It’s supposed to be their flagship router, but the long reboot time and assigning of IPs is pushing me away from this router.

Please give details of the issues your seeing with the router?
What is happening if you reboot the router?
What devices do you have connected to the router?
How many devices are connected to the router?
Using default IP address on the router? 192.168.1.1?
IPv6 enabled or disabled on the router?
SPC or Armor enabled on the router?
What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
Be sure your using a good quality LAN cable between the modem and router. CAT6A STP is recommended.
What channel configurations are currently set on the router?
