PC speed is getting about 500 mbps per second down and 50 up
At the actual router it's getting about 500-600 and 60mbps up

I presume you have tested a ethernet connected PC directly connected to the ONT to compare results?
IPv6 and Protection Engine disabled on the RS router? Can't remember if PE is featured on the 700 series or not.
Can try more recent FW version however there other known issues with that version. NG had a beta that maybe available to you.

It's definitely falling back to software packet handling on wireshark. NAT acceleration and Fast Path are DEFINITELY being disabled somehow even with QOS/Traffic Monitoring, Parental Controls, Armor (security), Open NAT. All turned off .. I don't understand. The Router logs aren't showing anything either that is useful.

I do get some zero window to server advertisements when its buffers are filled and it's dropping packets on upload, causing a lot of retransmissions. It's definitely being overwhelmed by a simply speed test. So there's definitely something wrong. I don't know if it's firmware or hardware failing.

I can use an RS300 and it works perfectly. So effectively, yes.
You don't know if the Nighthawk will log thermal events do you, if it gets too hot? I don't see any in the logs.
