RS700 400-500 Mbp's Down/ 50 Up

What are the results with QoS disabled?

After I reboot the router, everything works great for about 10-15 minutes, and it reverts back to those speeds. 400-500 down and 30-50 up.
Can try more recent FW version however there other known issues with that version. Or NG has a beta that maybe available to you.
