Does the ISP required any special WAN connect configurations like PPPoE or is the connection all DHCP?
What CAT# LAN cable is in between the ONT and RS router? CAT6A STP is recommended.
Is Protection Engine enabled on the RS router?
Is IPv6 enabled on the RS router?
Have you tried a Non managed LAN switch in between the ONT and RS router? Seen it where some handshaking between a ONT and router can be resolved with a lan switch in the middle.

No, no special connection just plain old DHCP and both my RS200 and AX6000 work fine.

Yes

Yes, and it works fine. It continues to work even when IPv4 drops.

Unlikely, to be the problem as this only started with firmware update 1.0.9.6 and can fixed by downgrading to version 1.0.7.96 but, I'll give it a try.

I honestly couldn't say as it is covered with fabric, so you can't read what may be printed on it. However, I have now connected the router to the ONT with the cable that came in the box with the router, which I believe to be the original cable. It does have CAT6 printed on it.
Please disable Protection Engine on the RS router.
My apologies, I was connected to my RS200 when I said that the protection engine was enabled. Looking at the RS700 there is nothing labelled Protection Engine. There is Online Armour, but that has never been activated.
