RS700s reducing speed to 90mbps.
So I have the BGW320 in IP passthrough mode and connected the blue 5GB port from the BGW320 to the WAN port on my RS700s. Intially I had connected the two with a 6ft cat5e cable and was getting a dow...

This is the speed reported by the RS700 web interface or the Nighthawk app, correct?
Does the RS700 web interface have a feature that displays the status of port connections, similar to this?
What does it show for the status of the WAN port?

Its shows 100M/Full

So 100M shows for CAT6 and CAT5e shows 1000M? If so, then your issue would be the particular CAT6 cabling your using?

Correct, but the cat6 cable is about 35ft and the cat5 cable is 6ft. When connecting a cable either cat6 or cat5 from the router I would get 90. If I connect a either cable to the BGW320-500 its 900 and up. In the RS700s, it shows the WAN as 100M/Full. I really don't want to see its the length of the cable but I might end up moving the BGW320 closer to the RS700s and use a shorter cat6 cable to connect the two.

Is this connection a full direct connection with one cable in between the RS and BGW?
So either CAT5 or 6 in between the RS router and BGW results in only 100M seen on the RS? Even with the RS in same room as BGW?
Can try disabling protection engine on the RS router and see.

Ethernet ports perform autonegotiation when connected. https://en.wikipedia.org/wiki/Autonegotiation
This is built into the physical hardware. If the WAN port has decided that the highest speed the link will support is 100M/Full, then because of the overhead that is part of Ethernet, the actual speed measurement will be lower than 100. Also, anything connected to the RS700 router (no matter what type of cable) cannot possibly measure a higher speed because the WAN link is limited to 100M/Full.
This is the problem. It could be an issue with the actual cable, with one of the RJ45 connectors, or with the RJ45 port on the router or the BGW320.
