This is built into the physical hardware. If the WAN port has decided that the highest speed the link will support is 100M/Full, then because of the overhead that is part of Ethernet, the actual speed measurement will be lower than 100. Also, anything connected to the RS700 router (no matter what type of cable) cannot possibly measure a higher speed because the WAN link is limited to 100M/Full.
This is the problem. It could be an issue with the actual cable, with one of the RJ45 connectors, or with the RJ45 port on the router or the BGW320.
