HOW TO: Hosting multiple websites

I may have another issue: index.php in /public_html/*/index.php just gets downloaded.
To try and solve that, in the *.vhost file I tried adding Options ExecCGI in the the first Location directive:
But that just gave the error:

Any help on these issues would be very much appreciated by myself. Thank you.

You don't have permission to access /index.php on this server.
