The power supplies are redundant -- it only needs one to operate. So, it sounds like either that supply is getting no power or it's defective. It's a standard supply for Chenbro servers, so easy to replace. Or you can edit the configuration file (./etc/frontview/sensors/RR4312X.conf or ./etc/frontview/sensors/RR4312XV2.conf ) to say it only has one supply. To figure out which one is appropriate to your model, see what ./etc/sensors.d/system.conf points to. You can also just remove the supply, but that could adversely affect cooling unless you block the opening with something.
