The app can connect directly to the NAS when you are working from home. When you are remote, the connection goes through Netgear Cloud servers, and they will throttle the bandwidth. So in general, the bandwidth peaks will be higher when you are home (though the application will complete more quickly).

Yes, my Surface is able to reach the internet but it takes a very long time to load a web page. It's like I'm on dial up.
Yes, my internet is Google Fiber 100 MB up and down.
Depending on how many files change, it can take several minutes to upload and complete. With files changing all the time, the app is in constant index & upload so it takes a very long time for my internet speed to return. Interestingly, I can stream TV on my Roku TV without any issues. It appears to only effect my Surface and it's ability to use bandwidth.
I don't know how to reduce the priority of the process using Windows Task Manager. I don't see that as an option when I open Task Manager.

It's either about network congestion or it's about the system load on the Surface. Let's figure out which before we start changing stuff.
If you bring up task manager, and click on the performance tab, you will see the CPU, Memory, Disk, and Network load for the machine.
Maybe keep that running while you are working, and give us some idea of what changes then the problem begins.

There is no network congestion as I am the only user of the network.
ReadyDROP, the process for the ReadyCloud App routinely uses 70%+ of Network capacity. Hence, my inability to get anything done when it's running.

Actually, the fact that your wifi access is via the Google Fiber router is new information. You said you have Google Fiber internet, which can be completely different from what controls your intranet.
I think it would be a good idea for Netgear to add a throttle capability to ReadyCloud sync services. When you are remote, there is something in the path that is already throttling it (probably your home internet upload speed)..
I also think the crux of your issue may be this:

While it is your intranet (which is between your Surface and the internet), not your internet, that is affected, the question is why ReadyCloud thinks so many files are constantly changing? What files have you configured ReadyCloud to sync?

I have configured ReadyCloud to sync all files in my documents, music, photos, Outlook files, etc. Essentially most files that are not program files. Since I have a couple hundered clients and work all day, their data whether in One Note or a PDF, is constantly changing.
