Yes, my Surface is able to reach the internet but it takes a very long time to load a web page. It's like I'm on dial up.
Yes, my internet is Google Fiber 100 MB up and down.
Depending on how many files change, it can take several minutes to upload and complete. With files changing all the time, the app is in constant index & upload so it takes a very long time for my internet speed to return. Interestingly, I can stream TV on my Roku TV without any issues. It appears to only effect my Surface and it's ability to use bandwidth.
I don't know how to reduce the priority of the process using Windows Task Manager. I don't see that as an option when I open Task Manager.

It's either about network congestion or it's about the system load on the Surface. Let's figure out which before we start changing stuff.
If you bring up task manager, and click on the performance tab, you will see the CPU, Memory, Disk, and Network load for the machine.
Maybe keep that running while you are working, and give us some idea of what changes then the problem begins.

ReadyDROP, the process for the ReadyCloud App routinely uses 70%+ of Network capacity. Hence, my inability to get anything done when it's running.

And you know these facts how? While it is certainly possible that ReadyCloud is using most of your Surface's available network speed, that would likely be because you have something mis-configured, throttling the available speed. Your issue with web pages tends to confirm that. It is extremely unlikely that ReadyCloud is using that much of your internet connection.
If your NAS is on the same network as the Surface, then ReadyCloud is using virtually zero of your internet speed.
When you see close to 100% utilization of the network in Task Manager, what send and receive speeds is it reporting?

I know these facts by using windows task manager. ReadyDROP uses 70%+ of my network. I didn't configure anything "special" with the ReadyCloud app: I simply installed it per instructions. Lastly, I don't like your insinuation that I'm an idiot and that it's extremely unlikely. I post what is happening with my system. Period. Specifically, ReadyDROP is using 70%+ of my network. Also, there are only two other devices that ever connect to my network: my TV (currently off) and my iPhone. There is no network congestion since this is a 100 MB up and down connection. When the ReadyCloud app is running I get MAYBE 5 MD down and 0 MB up when using speed.googlefiber.net. Most times, the speed test won't even load because it takes so long for a server to respond.

The congestion would be due (at least in part) to ReadyCloud. Also, network congestion includes the local network connection between the Surface and the router.

This is evidence of network congestion. Are you seeing this in the Windows task manager, or somewhere else? Can you give us some idea of both the transmit and receive stats you see (Task Manager will show you this). I'd like to know this in Kbps or Mbps, not %.
Also, it'd be helpful to know the CPU and memory utilization when it is running.

I live alone. The only devices that are ever connected to my router are: Surface via wi-fi, TV via wi-fi, iPhone via wi-fi and NAS via wired connection. THERE IS NO NETWORK CONGESTION. I've even had Google Fiber come out to "fix" what's wrong and they specifically said it's ReadyCloud since speeds are 100 MB up and down when it's not running. If you don't believe me, take a look at these pictures.
I just had to exit ReadyCloud in order to make this post. Seriously.
