You should be able to login to the developer portal (http://apps.readynas.com/pages/?page_id=30) immediately after going through the registration process.
At that point the app can be submitted (https://apps.readynas.com/pages/?page_id=37).

I can't login because i don't have password.
When I try to get password by [Lost your password], it show "Password reset is not allowed for this user".

Looks like your account got stuck in the approval queue. I've activated it and you should be able to manage the account now. Let me know if you're still having trouble.

I receive a email that contains username and password.
I login at https://apps.readynas.com/pages/?page_id=37 successfully, i can see "Howdy,xshi@nero.com" in right-top corner.
But it show "This page is protected. Please login to proceed." at page center.
Where to submit apps?
