Again about USB HDD spindown

My USB disk is very simple and old-fashioned. It doesn't have any modern "green" features. If nothing happens disk is constantly spun-up all year round. On the other hand it spins down perfectly with

sdparm -C stop /dev/sda

It wakes up quickly and with no problem any time something tries to access it.
So I need really simple script to execute

sdparm -C stop /dev/sda

if the USB disk was not reading/writing during 60 minutes.
Please tell me how the script should be and where to put it.
I don't need script to wake up the disk.
Please give me advice.
