FXP support (toggle of AllowForeignAddress in proftpd)

AllowForiegnAddress is already set to "on" in my system (running 4.1.13).

You can confirm this by downloading the configuration zip, and looking at etc\proftp.conf.
You can change it by using a windows editor that preserves linux newline conventions - notepad++ is a free one. Don't use notepad or wordpad. Once changed, update the zip, and restore the configuration.
Note this configuration only works if the ftp port is not 21.
