An OS reinstall would have have reset the IP configuration and reset the admin password, but would have preserved the data. You appear to have done a factory reset, which does a fresh install and destroys your data.
The RAID array is being rebuilt - every sector of the main disk is being mirrored to the other (including free space). Once complete, your original speeds will return.
Generally the total time is faster if you hold off on the copy until the resync is complete.
