Have you tried turning on the Duo and then opening RAIDar on a PC? RAIDar will find any NAS on the network regardless of the subnet and after the NAS has fully booted will report the fourth column (IP Address). If RAIDar does not find the Duo, then something else is wrong.
In that case, connect the Duo directly to the NIC of a desktop and load RAIDar. RAIDar should find the Duo (if it is on, regardless of the subnet).
If RAIDar does not find the Duo in that situation, check that the small lights at the NIC socket are on. They should be on for both the PC and the Duo.
