First many thanks for your helpful suggestions. I will try those options to skip disk checks etc and see if I can at least access and backup my data.
Also wanted to share a bit more troubleshooting info after many attempts to boot...
On startup
File system check completes
Quota Check
Then System Starting...
Then Error
So while it takes a while it does seem to get beyond the disk check stage.
But then the system cannot complete startup.

Sorry there's no specific error message or code that I have been able to find.
This is part of the frustration!
Raidar shows the checking sequence then finally
System Starting...
Then without error code or anything it goes straight to the message:
RAIDar could not find any NETGEAR storage on your network. Check that your storage device is powered on and connected correctly. For more help, visit http://my.netgear.com.
So no error code. No way to login or see the logs or anything.
Just this frustrating failed startup loop.
Also frustrating that during this checking period clearly Raidar can "find" the NAS but then it suddenly cannot.
Possible to Ping it and get a response. But raidar cannot "find" nor can you login via browser (again not found)

This all sounds like the system on the disks is crashing towards the end of the boot process. One possibility is that the memory might have failed in the NAS. It's also possible that something is wrong with one the disks (either a hardware failure, or corruption of the file system).
If you have data you need to extract, then the next step is to remove disk 1 from the NAS, connect it to a Windows PC, and offload the data using R-linux for Windows ( https://www.r-studio.com/free-linux-recovery/ )
After you've removed disk 1, try booting with only disk 2 (keeping it in slot 2). If that works, you can immediately offload the data from disk2. Don't write more data to the NAS, and don't reinsert disk 1 until the data is safe.

Some progress!
We removed disks and were able to make a backup.
D1 seemed corrupted and not readable.
D2 we could read the data and copy disk to make backup
So that's a relief.
Also ran memory check on the NAS and it seemed ok.
Later after cleaning up we put D1 only back in the NAS and it managed to boot up eventually.
Raidar finds the disk and we can get into admin.
But cannot browse the NAS from windows.
Linux can browse it though.
Not sure now how to restore data, restore windows browser access and get back to normal ...
