My readynas seems to be stuck in scrubbing mode. I cannot access shares, access the the UI, nor access via ssh. Is this safe to rebooot? Need assistance please

"Stuck" for how long? Do you run scrubs on a schedule? If so, what is the typical duration? A scrub can take a very long time, especially if you have SMR drives. On units with a lesser CPU, it can "take over", essentially locking you out of the GUI and SMB. But SSH is typically still able to connect, so that's different for you.
I had an issue on one of my NAS that seemed to lock up the scrub. But it was a rack-mount unit with a powerful enough CPU that it was still accessible via SMB and the GUI. What I found was doing it was a very large file that was fragmented.
A "scrub" on a ReadyNAS actually does a BTRFS scrub and an MDADM re-sync. While both are usually safe to interrupt with a power cycle, it's not recommended. And with two ongoing things that could go wrong, that doubles the chance of something bad happening.
