It depends what you need to transcode from and too. The closer the quality of the pre-encoded videos to what your device will play the less power your likely to need. As newer devices get more powerful and internet and wireless speeds improve (and also internet quotas) one can expect that a less powerful device will be needed to transcode the same quality video.
