Install python on DUO

You can always contact the developer of the addon who may be able to add those modules. Or you would have to install them yourself
Note that a NAS is not intended to be a development environment and addons like the one I linked to are primarily there to enable other applications that make use of the storage the NAS offers such as download applications. For application development you would really be better off using a box where you have full control of the software installations.
BTW: why would you need python-serial on a box without a serial port?
