Nope, although the kernel is 64 bit most of the apps are 32bit, so you're better off to install a regular i386 version of etch. As for debootstrapping: the original homepage of my preferred howto isn't available anymore or so at least it seems. So try Google with "debian debootstrap" which should give plenty of pointers.
