essentially yes, as already stated, iscsi is like locally attached storage (ie usb drive), you can't use an external drive with 2 computers at the same time, nor can you use iscsi with multiple computers at the same time (except under some specific circumstances generally involving virtualization and/or clustering).
would it be better to use SMB file share ??
yes, this is what smb shares are for, ie network storage.
iscsi is simulated local storage (ie a fake local hard drive), not networked storage.
i suggest you wiki and/or google iscsi to learn more about it to clear up any further confusion
