Most of these kinds of permissions problems are due to user error, use of multiple incompatible protocols simultaneously, backup settings that retain the original source file permissions, etc. How exactly are you getting this problem to show up with a single user? Are you mixing guest and logged in user access? Mixing HTTP and CIFS share access?
