What is "it" referring to here? LUN size in iSCSI tab? If so, try verifying with WinSCP how large the LUN file is on disk.
I just tried this on my Ultra4 with 4.2.24 -- all went well. Steps:
1) Expand LUN
2) Reconnect iSCSI initiator
3) Use Windows Disk Management to expand the partition to the new size
