The first thing to check is the wifi link. Is it practical to run an ethernet cable to the TV for testing?
Also, if you have a PC connected with ethernet, you can test streaming and overall throughput from the PC.
For instance, run plex in the PC's web browser, and stream to the browser. Test general throughput on a Windows PC with NAStester (http://www.808.dk/?code-csharp-nas-performance)

Dear Stephen,
yes, i did tried to stream with the plex server on my browser from my PC with ethernet cable directly connected to my Gigabit switch port.
the throughput is the same. it buffers a lot of time.
or could it be that i have to run the plex server on windows server operating system. for instance Microsoft WS 2016 edition?
what is the proberbility of the streaming speed?
