Just to update everyone. After much emailing back and forth, Tech Support really came through and diagnosed my problem. After turning on AFP, I disabled CIFS to see if iPhoto performed any differently, and in doing this it automatically removes permission for guest access. So even after I enabled CIFS, I could not "find" the share because guest permissions were denied.
