Thank you, the router (D-Link DIR 655) was indeed the key.
I did not find a multicast setting, but I updated the routers firmware and that helped! AFP connection and timemachine is working fine!

I had the same problem on an Australia Netgear cable modem. I had to turn OFF the multicast in the firewall settings to stop multicast being allowed through the firewall.
