New readynas 516 but no PLEX

Plex is a pre-installed add-on included in the firmware. It does not rely on the Genie Marketplace being enabled. When you first turn on the Plex service it downloads the binaries for the Plex service (they are not included in the firmware itself presumably in order to keep the size of the firmware image down to as small a size as possible).
Did you try removing the Plex add-on before doing the OS Re-install? If not, try this. If it doesn't show up and can't be removed, perhaps ask support if they can remotely login to your unit to make sure all traces of the add-on are removed. You could then try another OS Re-install.
