It should work SMB as well. It is file permissions so it shouldn't matter what protocol you use to access the files.
The reason AFP and NFS are mentioned is because for these the two protocols we typically restict individual access on the file level whereas for SMB we do it on the network level.
I don't see why this wouldn't work for SMB to be honest. You can test it out :)

I went ahead and tested it out. The files can still be deleted by the wdtv1 user.
Maybe the issue is how I got the files onto the NAS.
I plugged in my extrernal drive to the NAS and used the admin page to copy over the folders and files.

Is that the way you did it?

jak0lantash, No I did not. My house is a MAC environment. I have no PC to do this. I guess I ccan try something similar with a Mac.

Hmmm...
Well see file permissions shouldn't care whether you use SMB, AFP, NFS or something else. Those permissions are on the files themselves. Now, what the option in the GUI does is adding a "sticky bit" to the file permissions on the share. That simply means that files in side that directory can only be deleted or renamed by the owner of the file or the owner of the directory.
So, you might need to check if the correct ownership is set on the files first of all.
