Ok. From earlier you said you can access the NAS by \\192.168.0.100 in file explorer from both PCs.
On the file history - does changing over to the IP address solve the access problem?

That's not quite right. I was able to use Internet Explorer to access https://192.168.0.100. But when I try to use File Explorer to access \\192.168.0.100 on the same PC, I get the following error:

Did you check to see if the workgroup on the PC matches the one configured in the NAS? Also, if the PC network connection is "private"?
Perhaps also check the sharing settings on the PC and make sure that Turn on network discovery and Turn on file and printer sharing are selected.
Do you have internet security software running on the PC?

The PC network is set to private. Network Discovery is turned on. File and Printer Sharing is turned on. I am not running any internet security software. The PC is a member of the same "homegroup" as my other PCs, and I am not having the problem from those other PCs.
Sorry, but I don't know how to check to see if the workgroup on the PC matches the one configured on the NAS. Where is this setting in the NAS admin console?

Look in security->security mode. The NAS should be in user mode security, and there is a textbox there to configure the workgroup.

I found the workgroup setting set to "WORKGROUP" on all of my PCs and NAS. They all match.

So we've basically ruled out everything I can think of on the network and the NAS/PC settings.
If you run windows update, are you seeing any stability updates for the problematic PC?

I have had no problem with Windows Update. No stuck or failed updates that I can remember since upgrading from Windows 8.1 to Windows 10 when it first came out
I HAVE had a lot of trouble with Java updates on the problematic PC, and I could see how that might potentially affect RAIDar functionality. But it does not explain the inability to set up the NAS in File History or accessing it in File Explorer.

I'm not seeing stuck/failed updates. However, when I do check windows updates manually, it usually finds at least one new windows 10 update it hasn't downloaded.
A long shot, but I was thinking it might be worth checking. There has to be some difference between the problem PC and the rest.
