Netgear was inconsistent in the behavior of various models of NAS upon power interruption, but I would expect two of the same model to behave the same. Since that's typically a function of the BIOS, I can only guess that your two 214's have different versions.
The power-on/off function is powered by the internal +3.3VSB (I think it's 3.3 on a 214, not +5VSB), so I suppose there could be something not quite up to snuff in that secondary power circuit.
