It is best to replace a drive with power on, but it normally does work properly with power off. A scrub done from the GUI (or on schedule by it) does both a BTRFS scrub and a MDADM re-sync, and MDADM cannot initiate a sync of a new drive when the re-sync is in progress. So, wait till the scrub is complete and see if anything happens. If it doesn't, you can try formatting the drive or removing and replacing it with power on.
