I usually try to avoid editing the /etc/passwd file directly. Using the same info as in the example above by kraney lets say you want to change the UID of the badacct account to 5001 I would use:
This command may take a bit of time to run because it will update the ownership of the files in badacct's the home directory.
I consider this a workaround not a fix.
usermod -u 5001 badacct
