Mediamonkey is popular (though I haven't used it myself). I am using tagscanner at the moment, which works but is sometimes a bit quirky.
With many of these tools, the quickest thing is to use their file renamer process (which lets you create file names from the existing tags info - for instance %track%-%title%.mp3). Then rebuild the titles from the file names in a second step. This is definitely quicker than re-ripping.
