Finally sorted this one and my suspicions were confirmed.
There is an add on called EnableFanMinRPMOverride_0.1 in the Readynas duo downloads for SPARC
Download this and install just like a firmware update (browse file from PC from browse button)
Reboot and there will be an extra option in the Power section that allows you to set the fan minimum speed (I set as 2000 and applied) . I also set the disks to power down after 5 mins as well then applied and rebooted.
After the reboot, after a few minutes the system slowly lowered the fan speed close to the value I set (2000). I then tried the recalibrate button and this was now working and reset the fan after a couple of minutes.
There are WARNINGS not to set this too low just in case so 2500 is acceptable noise - lower if you feel lucky.
If you look in the Health section it will give a fan speed but you need to toggle between health and logs to get current speed as it does not vary with the fan speed.
Did all this on 4.1.16 RAIDIATOR.
Confirms my theory as the factory reset changed the speed of the fan in EPROM and did not set back at the end.

I have done the same factory reset to change to Raid0 and have exactly the same outcome. Lots of cases on the internet of the same thing happening. Firmware updates, reboots do not work. When booting from power down the fan runs full speed at first then slows for a while and then speeds up to full speed permanently. Calibrate does not work at all. I do not think this is a hardware temp sensor or fan issue and is something that has been incorrectly set in the EPROM when doing a factory reset. Have another unit that runs fine on latest updates so it is definitely something to do with a bug in the factory reset.
Anybody else out there - any chance of a fix NETGEAR???
