When booting with the disks removed, I get the following message.
'Booting...ERR: No disks'
The blue power light is flashing on and off.
The disk lights themselves show the following pattern; number 2 disk light lights up and then disappears, then all four disk lights flash and disappear. This is repeated over and over.

That is normal. Is RAIDar giving you any more information (for instance the firmware version).
Probably the next step is to test the disks in a Windows PC. Use Lifeguard for Western Digital; Seatools for Seagate.
If you have a spare disk (2 TB or smaller) you can try doing a factory install with just that disk in place. If that works, try testing each of the NAS disk bays by
- powering down
- move the disk to the next slot
- power up and confirm that the NAS boots.
