Don't feel bad about not understanding it. It makes no sense. Quite obviously, there is something missing from that and the TFTP Boot Recovery page as well.
"If you are experiencing boot problems and TFTP Boot Recovery (some important stuff is missing here) and write that image to the USB flash device. To write the image on a Windows PC, you'll need to use Rawrite32. Make sure to click the Eject button after the write is complete. On Macs and Linux systems, you'll need to 'dd' to write the image to the flash device."

Hmmm, nobody chimed in with the missing text. I never had a need to do a USB recovery on my NV's, so don't know the process. And I don't want to just guess (though I have an idea what's needed). Hopefully mdgm-ntgr or one of the other mods will pick up on this and fill in the blanks.
