For any curious who stumble across this thread, we ended up concluding a hardware fault.

Hi mdgm, thanks for the suggestion. Although I thought I tried all of those utilities, the link you suggested seems to be making more progress. However, I've tried 5 USB flash drives so far (In the front USB port) with each time the BIOS reports it cannot find an external flash device. The USBs are 512MB, 2GB, 4GB, 16GB and 32GB and none are being found. I'm going to continue trying more tomorrow, as I believe I'm just unlucky.
I'll continue to report on the progress, otherwise thankyou very much for your help, I've had this thing sitting around for a long time and would really like to get it working.

Did you connect the USB key to the front USB port?
What's the error message that you see exactly? Can you provide a screenshot?
Do you see "Could not find external flash device!" and then does the system automatically power itself off about 5-6 minutes later?

Yes, I was connecting the USBs to the front port, I recieve exactly what you describe from the serial output of the unit, however I've never seen the machine powering itself off. I'm unable to provide a screenshot at the moment, but I will later today if required.
Thanks

Did you ever bother to wait 5-6 minutes after seeing that message?
It sounds like the system is probably booting off USB O.K., but failing to mount the external flash to be able to copy the necessary files onto the internal flash for some reason.

Here's a screen shot of the serial terminal message; looks like it's failing to locate the USB and dropping to a command line. However, the USB does flash a little periodically during the BIOS post, but stops before it actually says "searching for external boot flash device...".
Edit: The unit is not turning off after 5 minutes.
Edit again: I just tried a USB with no files on it, to see what output I would get. You're right - it does seem to be loading a kernel image off of the USB, as if there are no files present on the drive I get instead:
